You tweak the angles, you test different pre-landers, but if the link isn't sending them straight into a high-converting flow, it's all just smoke. The data doesn't lie. When I had my worst CPA days, I went back and looked real close at the link, not just the traffic. Sometimes a little change on the link end can turn everything around.
