How do you catch if a CPA network is pulling a fast one on fraud?

I'm wondering if anyone here has cracked the code on spotting fake leads or if your network is playing games. Do you guys check the IPs, device info, or use some tools to verify? I feel like some networks might cheat on fraud to keep their numbers looking good but I wanna catch that stuff early before I get burned.
